Request for Proposals (RFP) for Schlagel Manufacturing Facility

- For the electric work the conduit that is specified is GRC. Would EMT be acceptable to reduce the cost by a substantial amount?
EMT conduit is acceptable throughout the building from floor to ceiling and should meet all codes. - What size electrical service is going to be required for this facility and what voltage?
480 volt 3 phase 2000 amp service - Please confirm that the price submitted with our proposal is a “Budget” price………and this price as well as submitted qualification information and scope information will allow you to select a CM……..Once CM is selected, drwgs/engr will be completed, CM will send out RFPs and then provide a maximum not to exceed price with subcontractor recommendations for the project……..Is this what is going to happen? If so, what is purpose of the bid bond with a “budget” price?
The price submitted on the Proposal Form should be the maximum not to exceed price. This is a qualifications-based selection process, so all of the information submitted will be used to select the contractor. Once the design-builder is selected, then the final drawings and engineering will be completed. It is up to the contractor to determine when to issue RFPs for subcontractors, and the subcontractors will be approved by the owner. The bid bond is intended to guarantee the maximum price for the project. - What is the width of the bridge cranes?
The desired width of the bridge cranes is the maximum span possible in bays. - There are not gutters/downspouts specified on the building.
Gutters/downspouts are a requirement. - The plans specify bridge cranes with variable speed in “both” directions. Does the company prefer variable speed in “all” directions?
Yes. - Sheet A6 specifies R-28 wall insulation system, but there is only an 8” cavity. Is R-25 insulation acceptable?
Yes.

- Does any information exist as to heating/cooling loads that are expected to be applied to this building? What is the Owner's desired/target temperature for this building during the summer and winter?
For the office and powder coating room the desired temperature would be from 67 to 72 degrees. In the production and storage area during the winter ideal temperature would be 60 degrees using thermo cycle heaters when needed. The summer time will be the biggest challenge because of the powder coating ovens and washers; the cooling load will be too high to air-condition; the company will have to use circulation and exhaust in the oven area and run just the fans on the thermo cycle heater trying to keep the temperature below 80 degrees. The company would like large fans to kick on after dark and kick off at dawn to draw in cool air.

- Item #2 on the bid form is an add to provide and install bridge and jib cranes. There is a basic equipment schedule but no specification for these items. After talking with suppliers who provide/install these products there is significant variance between manufacturers. Can you please provide a manufacturer/model to base the bids upon?

- Sheet A5 indicates a storage shelving area at the southwest corner of the facility. Storage shelving can have significant effects on fire protection requirements. Can you advise what type of items will be stored on this shelving, number of shelves, distance between shelves, and if flammable/combustible materials are being stored on these shelves.
The company estimates that 75 percent of the pellets will be steel parts for equipment stored in steel bins, 20 percent will be steel parts in cardboard boxes on wood pellets waiting to be shipped, and the last 5 percent will be purchased parts mostly steel. The racks will be 20 feet high with 4 shelves with 6 foot aisle; racks back to back will be separated by 1 foot.

- The only slab spec I can see calls for 4" unreinforced concrete except in the 20'x 145' H20 area overlapping the 90' x 100' 15,000 lb forklift area. At the site meeting there was a discussion concerning a 6" floor with rebar. Is this for the H20 area only? 6" floor with #4 rebar grid at 12" o.c.? Is Novomesh a suitable replacement for rebar? 6" unreinforced in the 90' x 100'? Please provide additional details to clear up the slab requirements in these areas and for the majority of the concrete floors (if different).
The intent of the owner’s design consultant was to leave slab thicknesses and reinforcing to the discretion of the design builder. The design must accommodate the design load; this may or may not require thicker slabs or reinforcing, but could be at the discretion of the design builder's engineer. Schlagel Manufacturing, Inc. desires 6-inch concrete with number 4 rebar on 24-inch centers on all floors and approaches except sidewalks in front of office which will be 4-inch, no rebar. Novomesh is not a suitable replacement for rebar. - Do the exposed concrete floors require any type of sealer? Please confirm.
No. - The plans do not indicate any fire suppression. I assume fire sprinklers are required. Are there any special suppression systems (i.e dry, chemical) required for this facility? Please confirm.
Regarding fire suppression requirements, compliance with the 2006 International Building & Fire Codes is required by both the State Fire Marshal and the City of Torrington, and any suppression system employed will be required to conform accordingly. Proposers may provide input about suppression options/preferences in their proposals; however, it is assumed that the successful design builder should consult with Schlagel Mfg. about their operations to provide input about suppression options/preferences as part of the final design by the design-builder. - The scope amendment dated 5/17/2010 says, "Take out c section end walls so the building can be extended easily." Is this for the main building end wall(s) only or does the powder coat building and office alternate need to be expandable as well?
The powder coat building and the office do not need to be expandable. The end wall opposite the large overhead doors only needs to be easily extended. - Sheet A5 lists the equipment schedule for this project. There is a note below the equipment that says equipment is owner supplied and contractor is to provide power/connections. Please confirm power/connections is all that is required of the contractor and no assembly/installation of owner supplied equipment is required.
The contractor is not required to assemble or install the equipment of Schlagel Manufacturing Inc. - The specs are for “Standing Seam Roof System” but the owner could realize a substantial cost savings by installing a screw down roof. Would this be an acceptable alternative?

- Are weights and cut sheets for Owner furnished equipment available?
Schlagel Manufacturing will provide the weight and anchor requirements of equipment. This information will be posted on this web site when available. - A preliminary estimate for the project was given as $2.8 million. As the scope develops and costs are added, if the project came in between $4.5 and $5.5 million, will there be funds available?
Goshen County received a $3 million grant for the Schlagel Manufacturing Facility expansion project. Preliminary estimates for the project were $3,348,978 for the building shell, interior finish, electrical plumbing, HVAC, site preparation and exterior, architect/engineering, and contingencies. Goshen County Economic Development Corporation (owner) has pledged about $250,000 for site preparation and exterior, and if costs exceed the grant funding for the building, then Schlagel Mfg. (tenant) would be responsible for the cost of interior finish. If cost estimates exceed the amount of funds budgeted, then the scope of the project will be reduced. - Does the owner require a security system for the building?
No. A security system is not required by the owner; however, if the proposer has experience with security systems, this information can be included with the proposal for review and consideration. - Are the electrical specifications on sheet A3 to be used in assisting the designer, but can be modified for specific applications per the design engineer?
Yes. - Please verify the owner will be providing all telephone/data/network/communication equipment.
The location of telephone/data/network/communication equipment should be a consideration in the final design of the electrical system. Information about this equipment can be included for information purposes; however, the equipment/hardware is not considered part of this project. - What level of importance does the owner place Energy Efficiency for the new facility?
Energy efficiency is important to the project; however, the budget for construction may be a limiting factor. In other words, the total cost is of higher importance than energy efficiency. - Is sight lighting to be provided under this scope of work?
No. - In the pre-bid meeting it was fairly well established that civil design and site work would be part of a separate scope of work, however, later at the site there were some discussions that indicated the building pad, compaction, and testing were to be included in the building scope of work. This doesn't seem feasible since there is no information available to accurately establish the requirements for the work involved in providing an appropriate building pad. If you want an apples to apples bid comparison the assumption for the building scope of work should be all design, engineering, testing, preparation, and staking of the building site to be done by others. Scope of work begins with a compacted and tested building pad, staked and ready for foundation excavation.
A site plan is in the process of being completed to provide information to prospective contractors for use in their design-build proposals. This information will be available on June 7, 2010, so the owner will be issuing an addendum extending the deadline and proposal opening by one week. This site design will establish a floor elevation and determine approximately how much imported fill will be necessary for the contractor to include in his/her proposal for the design-build project. There will have to be additions and changes later by the contractor, such as sidewalk locations, truck ramp locations, machinery display areas and parking areas, when the size locations, and surfacing requirements for these items. - The proposal checklist includes the following two items: 1. List of subcontractors and major suppliers. 2. List of subcontractors furnishing materials and equipment fabricated to special design. Please clarify what the difference is between the two lists or define what is considered "special design".
The owner has not identified materials or equipment fabricated to special design. Proposers can omit number two and submit one list of subcontractors and major suppliers. Please note that the proposal must also list design professionals licensed in Wyoming. - What is the scope of utility installation, gas, water, fire sprinkler service and sewer under this contract?
Utilities should be stubbed to 20’-0’’ (twenty feet) outside of the building.

- The information on page 16, 7.1 of the manual, it asks for the same information that is required for the proposal. When should it be submitted?
This information should be submitted with the contractor’s proposal on or before June 2, 2010. - The project budget appears to be very tight. Who did the budget and when was it done?
The cost estimate was prepared prior to grant submission. GCEDC then worked with an architect and Schlagel Manufacturing for design plans. No recent cost estimate has been performed. - Is there a list of manufacturing equipment to be used in the facility available?
Yes, the equipment schedule is shown on sheet A5 of the conceptual design plans. - Has the site work been completed?
No, it will be bid separately and is not a part of this request for proposals. - Will a pad be included in the other proposal for site work or does it need to be bid in the Schlagel project?
The building pad should be included in the proposal for this building. The owner’s construction oversight committee is determining how to coordinate a related project for site preparation and exterior, i.e.: mobilization, site grading for drainage, gravel parking and storage areas, concrete loading area and sidewalk, water and sanitary sewer infrastructure, and the approach to Highway 85. All plan holders will be notified when more details are available. - Has a soil test been completed?
Yes, a geotechnical engineering report has been completed. It is posted on the web site: http://www.goshenwyo.com. - Who will the code officials be?
The site is in the process of being annexed into the City of Torrington. The City Building Official is Dennis Estes, phone 307-532-4213. The design/builder is responsible for submittal to, and obtaining permit from, City Building Official, as well as submittal to, and obtaining permit from, the Wyoming State Fire Marshall. - Does the contractor need to be licensed in the City of Torrington?
While the State of Wyoming does not require licensed general contractors, the City of Torrington does license plumbing and electrical sub-contractors, and the State of Wyoming does license electricians. - What is the site improvement schedule? Will it be done simultaneously with construction on the Schlagel Mfg. project?
The construction on the site work project will most likely occur at the same time as the Schlagel Mfg. construction but will not interfere with the project. - Will 3 phase power be available at the site?
Yes. - Is there a current Schlagel Mfg. facility that would be available for tours?
Yes, the current facility is available for tours. Contractors can schedule a tour by calling Ron Schlagel at 307-532-4451. - Will city sewer be available at the site?
City sewer is not available to the site at this time. The 66-acre parcel is in the process of annexation by the City of Torrington, so public water and sewer will be available to the site at a later date. - Are the drainage, landscaping, etc. a part of this proposal?
No, the drainage and landscaping will be a part of the site work proposal. - Are the bid documents available electronically?
No.

- What is the purpose of the RFP?
The RFP announced on May 7, 2010, solicits proposals from design-build firms to construct a manufacturing facility in Torrington, Wyoming. - How large is the manufacturing building?
The production area is 59,000 square feet. The office/showroom area is 5,600 square feet. - What does Schlagel Manufacturing, Inc. produce?
Schlagel Manufacturing, Inc. is a Wyoming Corporation located near Torrington. The company is in its 15th year of design and manufacturing agricultural farm equipment, metal art, and pickup accessories. The business has outgrown its current facilities, and a new manufacturing building will allow the company to increase efficiencies and expand. - Are the drawings 100% complete?
Goshen County Economic Development Corp. is utilizing a design/bridge build process to expedite project delivery and ensure top value. The owner’s design consultant has prepared architectural drawings and technical specifications that are 75-80% complete. - What is the budget for this project?
The budget is limited to $2,850,000 for construction and architectural/design services. - Who is interested in this project?
A list of plan-holders will be released at the pre-proposal conference on May 17, 2010. The list will be posted on this web site and updated periodically.
